Making wine has been legal in the US since Prohibition ended, beer since the Carter administration. Forget about spirits. To get licensed, you would have to spend enough money to keep you in booze for the rest of your life. That's strictly a commercial operation.
To get started in homebrewing, buy a book by Papazian, The New Complete Joy of Home Brewing. That will explain everything simply and well. For wine, start with a book by CJJ Berry; it doesn't matter much which one but First Steps in Winemaking is good and easy to find. You might also want to see what you can find on "Country Wines".
Homebrewing and vinting are both great hobbies.
